Electric shocker as detonator

I just wanted to ask if you can use the stun rockets or firecrackers as a detonator for new year's Eve. a reason from above mentioned, on the other because it far too little power for a arc provides and you will thus certainly not on the required temperature. in Germany is electric light fireworks banned. A basic ban does not exist if you have for example the small blasting licence.

The E shocker can be built to use a rectifier to a capacitor charging for some hundred volts.
